All Rights Reserved Page 1 of 2 > Indianapolis, IN Richland, WA www.fanuclear.com FANCO-LT-NRC-FFF-LOI-2026-001 6 August 2026 U.S. Nuclear Regulatory Commission Director, Office of Nuclear Material Safety and Safeguards One White Flint North 11555 Rockville Pike Rockville, MD 20852 Subject: Letter of Intent – License Application for 1st American Nuclear Company, Category II HALEU Fuel Fabrication Facility 1st American Nuclear Company (FANCO) hereby notifies the U.S. Nuclear Regulatory Commission (NRC) of its intent to submit an application for a license to possess and use special nuclear material for the operation of a Category II High-Assay Low-Enriched Uranium (HALEU) fuel fabrication facility. This fuel facility will support the EAGL-1 lead-bismuth eutectic (LBE)-cooled fast reactor and other advanced reactor customers. It is FANCO’s intent to engage with the NRC in order to obtain a license under 10 CFR Part 70 and all other regulations applicable for the construction, ownership and operation of this facility. The proposed facility will be designed, constructed, and operated to fabricate uranium oxide fuel using licensed material within the limits and conditions requested in the application and approved by the NRC. In addition, the facility will include the capability to process uranium oxide into other fuel forms. The application will describe the proposed activities, facility design, processes, equipment, organizational responsibilities, management measures, safety controls, environmental considerations, and safeguards programs necessary to protect public health and safety, promote worker safety, protect the environment, and support the common defense and security. FANCO requests that the NRC use this letter as the basis to initiate planning for pre-application activities, including establishment of an appropriate docket, assignment of NRC project management and technical review staff, scheduling of pre-application meetings, development of a licensing project plan, and consideration of any site visit or other engagement that the NRC staff determines appropriate. When operational, 1st American Nuclear's HALEU fuel fabrication facility will power the advanced reactor era with fuel made in America, for America. By transforming enriched uranium into finished fuel for FANCO's EAGL-1 reactor and many other advanced reactors. The facility closes one of the most critical gaps in the U.S. nuclear fuel supply chain: a gap that has left American reactor developers dependent on foreign suppliers. The facility will also allow FANCO and its partners to drive continued innovation by pioneering new fuel cycle technology development. FANCO is building the secure, reliable, American-owned fuel supply that clean, firm nuclear power demands — restoring a capability the nation cannot afford to import. The anticipated submittal date for our license application is the fourth (4 th ) quarter of calendar year 2027, and we look forward to working diligently with the NRC to pursue the timely completion of the licensing activities for our Category II HALEU fuel fabrication facility.
