The United States will host the ministerial launch of the IAEA’s new maritime nuclear initiative—Atomic Technologies Licensed for Applications at Sea, or ATLAS—in Washington, D.C., on August 26–27, 2026. The U.S. Department of Energy announced the event on August 5, bringing together ministers, policymakers, and industry leaders from around the world to advance the use of nuclear technologies at sea.

U.S. Secretary of Energy Chris Wright was direct about the strategic angle. “DOE remains focused on unleashing American energy dominance, accelerating innovation, and advancing sources of energy that are affordable, reliable, and secure for the American people,” he said. Hosting the ATLAS launch, he added, puts U.S. nuclear and maritime sectors “at the forefront of advanced energy innovation, while promoting safety and security for the United States and the world.”

It’s a concrete attempt to build an international framework that tackles the legal and regulatory mess currently making nuclear deployment at sea so difficult.

Crucially, ATLAS doesn’t start from scratch—it builds on the IAEA’s existing global authority in nuclear safety, security, and safeguards, decades of institutional experience that give the initiative a credible foundation.

Pressure on the maritime sector drives nuclear interest

The timing of ATLAS isn’t random. The global maritime sector is under real pressure, and conventional energy sources are struggling to keep up.

IAEA Director General Rafael Mariano Grossi laid it out plainly. “The global maritime sector is at a critical turning point, facing urgent pressure to sustain long-distance, high-speed operations while ensuring reliability and energy security,” he said. “Nuclear energy is fast emerging as a game-changer.”

Much of the case for nuclear at sea centers on small modular reactors. SMRs offer high energy density and long operating cycles, meaning ships could go far longer between refueling stops than they can today—a genuine operational advantage on long-haul routes where fuel access is a constant headache.

Floating nuclear power plants, or FNPPs, add yet another dimension. These platforms could supply electricity to remote or coastal communities that lack reliable grid access and power energy-intensive operations like desalination and oil and gas production. That extends maritime nuclear’s potential reach well beyond the shipping industry.

Expected outcomes and partnerships needed for ATLAS to succeed

ATLAS covers a wide range of advanced applications, with FNPPs and civil nuclear-powered ships at the core. The initiative frames these technologies not just as energy solutions but as tools with broader utility—including new options for disaster response and recovery.

The initiative is only as strong as the partnerships behind it. The International Atomic Energy Agency has been clear: ATLAS can’t succeed without close collaboration among IAEA Member States, the International Maritime Organization, port authorities, national regulators, and private industry. Each player has a distinct role in making maritime nuclear actually workable, and none of them can be sidelined.

Port authorities will need protocols for vessels carrying nuclear reactors. Regulators across different jurisdictions will need to align on safety and security standards—a process that rarely moves quickly. Industry, for its part, will need enough confidence in the framework to justify long-term investment. None of that happens without sustained, multilateral commitment.

The IAEA has described this international approach as critical for ensuring the “credibility, scalability, and long-term impact” of nuclear power in the maritime domain. That language signals real awareness of how easily initiatives like this can stall without broad buy-in.

Clearing the legal and regulatory barriers
