Helton Deputy Office Director for Fuel Facilities, Spent Fuel Storage and Transportation, and Environmental Programs Office of Nuclear Material Safety and Safeguards U.S. Nuclear Regulatory Commission One White Flint North, 11555 Rockville Pike Rockville, MD 20852 Re: Letter of Intent — Forthcoming Application for a Specific Source Material License under 10 CFR § 40.31, Raven-Flint Nuclear Corporation MATCH Research & Development Facility, Idaho Falls, Idaho Dear Ms. Helton: Raven-Flint Nuclear Corporation (“Raven-Flint”) respectfully submits this Letter of Intent to inform the U.S. Nuclear Regulatory Commission (“NRC”) of our intent to file an application, under 10 CFR § 40.31, for a specific source material license at our headquarters and research laboratory in Idaho Falls, Idaho (“MATCH”). The purpose of this letter is to give the Staff advance notice of the planned application and to request a pre-application meeting at the Staff’s convenience. 1. Applicant and Facility Raven-Flint Nuclear Corporation is a privately held Delaware corporation headquartered in Idaho Falls, Idaho. Our facility at 2399 East 24th North, Idaho Falls, Idaho 83401 (“MATCH”) is an approximately 6,600 square-foot leased office and laboratory space used for corporate operations, engineering design, analytical chemistry, materials characterization, and bench-scale chemistry research. The facility is not, and is not proposed to be, a production or manufacturing plant. 2. Current Regulatory Status Raven-Flint currently operates at the MATCH facility under the general license provided by 10 CFR § 40.22. Possession of natural uranium is presently held to a self-imposed administrative cap of 1.5 kilograms at any one time, well within the limits of § 40.22, and all activities are conducted in accordance with the chemical-hygiene and radiation-protection practices appropriate to a 10 CFR Part 20 program. Raven-Flint does not possess, and is not requesting authorization to possess, special nuclear material under 10 CFR Part 70. 3. Scope of the Planned Specific License Raven-Flint anticipates filing an application under 10 CFR § 40.31 for a specific source material license under Program Code 11300 (Source Material - Other, greater than 150 kg). The intended scope of that application is as follows: Facility: Limited to the existing premises at 2399 East 24th North, Idaho Falls, Idaho 83401. > RF-PROP-MATCH-001 Rev 1 Raven-Flint Nuclear Corporation · Confidential Business Information Page 1 of 3 Material: Natural and/or depleted uranium source material only, in chemical and physical forms typical of laboratory-scale uranium chemistry research. Possession Limit: Up to 500 kilograms of natural and/or depleted uranium (as the element) on-site at any one time, across all chemical and physical forms. Activities: Research and development, analytical chemistry, materials characterization, and cold-flow modeling of process unit operations using representative uranium-bearing feedstocks at scales of up to approximately 100 kilograms of uranium per individual model or experiment. No production of uranium hexafluoride or other licensed product for distribution, and no pilot- or commercial-scale uranium conversion operations, are contemplated under this license. Application Format: Prepared with reference to NUREG-1556, Volume 7, “Consolidated Guidance About Materials Licenses: Program-Specific Guidance About Academic, Research and Development, and Other Licenses of Limited Scope,” and using NRC Form 313, with program elements augmented as appropriate to the proposed possession quantity. Operating Horizon: Two to ten years of licensed research operations at this facility. 4. Independence from Other Raven-Flint Activities The planned specific license is intended solely to authorize research, development, and engineering-scale characterization at the MATCH facility. Although certain experiments — including cold-flow modeling of unit operations — may produce data that informs Raven-Flint’s longer-term engineering work, the planned license is not intended to authorize, and Raven-Flint does not request that it be construed as authorizing, any pilot- or commercial-scale uranium conversion operations. Any future Raven-Flint facility outside the scope set forth above would be the subject of a separate application addressed to the appropriate NRC office at the appropriate time, and would be evaluated on its own merits. Nothing in this letter, or in the planned 10 CFR § 40.31 application, is intended to commit either Raven-Flint or the NRC with respect to any such future facility. 5. Anticipated Schedule and Pre-Application Meeting Raven-Flint expects to submit the specific license application in August 2026. In advance of submission, Raven-Flint respectfully requests guidance on the appropriate point of engagement within the NRC for the planned 10 CFR § 40.31 application, and the opportunity for a pre-application meeting with the responsible Staff to introduce the company, confirm the appropriate scope and format of the application, and identify any matters the Staff would like us to address as we prepare the package. We are prepared to participate by video conference or in person, at the Staff’s preference. 6. Point of Contact All correspondence concerning this letter and the planned application may be directed to the undersigned, Nicholas V. Smith, at nick@raven-flint.com or at Raven-Flint Nuclear Corporation, 2399 East 24th North, Idaho Falls, Idaho 83401. Raven-Flint appreciates the Commission’s consideration of this notice and looks forward to engaging with the Staff. We would be pleased to provide additional information at the Staff’s request. > RF-PROP-MATCH-001 Rev 1 Raven-Flint Nuclear Corporation · Confidential Business Information Page 2 of 3 Respectfully submitted, Nicholas V.
