# RWA Daily Update - 2026-09-25 ## Lesson title Collateral reuse can multiply obligations, not assets Access date: September 25, 2026 (PDT), checked with the local system clock. Educational review of established official research, not breaking news or a claim about any named product's current borrowing arrangements. ## Authoritative sources checked 1. Financial Stability Board, The Financial Stability Implications of Tokenisation, October 22, 2024. - Landing page: https://www.fsb.org/2024/10/the-financial-stability-implications-of-tokenisation/ - Official PDF: https://www.fsb.org/uploads/P221024-2.pdf - Precise location: section 3.2, "Leverage", printed page 16 (PDF page 20), including footnote 52. Monitoring discussion: printed pages 21-22 (PDF pages 25-26). - Verified quotation: "Rehypothecation of tokenised assets could lead to the build-up of leverage in the financial system." - Verified quotation: "The composability feature of certain DLT platforms could allow market participants to set up transactions involving the rehypothecation of tokens received as collateral." - Footnote 52 describes rehypothecation as a particular form of reuse of client assets by a financial intermediary; it distinguishes securities obtained under a pledge from the broader category of reuse. - Section 3.2 warns that, absent regulatory limits, reuse can facilitate leverage. Not every token suitable for technical integration is suitable for prudent borrowing without substantial haircuts. A haircut discounts collateral's value for lending purposes. - Printed page 22 lists the size of rehypothecation and other leveraged transactions as an example of information authorities could monitor. - Access: managed web extraction opened the landing page, but direct Python urllib retrieval of that page returned HTTP 403. Managed PDF extraction was incomplete. A direct curl request using a browser user agent successfully downloaded the official PDF; pypdf confirmed 27 readable pages and extracted the cited passages. No access-control bypass or non-official mirror was used. 2. BIS Financial Stability Institute, Financial stability implications of tokenisation - Executive Summary, August 28, 2025. - URL: https://www.bis.org/publications/fsi-summary-financial-stability-implications-tokenisation-executive-summary - Verified passage under vulnerabilities / Leverage: "Composability may facilitate rehypothecation of tokens - or using tokens received as collateral for further borrowing - which increases leverage, especially in the absence of regulatory limits." Punctuation normalized here. - Access: managed extraction returned a partial page; independent urllib retrieval returned HTTP 200 and the complete relevant passage was parsed with BeautifulSoup. - Source class: official institutional summary of the FSB report, corroboration rather than a separate empirical study. ## Facts, interpretation and limits - Verified source finding: token collateral reuse can enable leverage; this is conditional risk analysis, not proof that all tokenization creates leverage. - Educational definition: composability means connecting smart contracts and protocols into combined workflows or products. - Illustrative example, not a reported transaction: a borrower pledges a tokenized bond; if the contract and applicable law permit, the lender reuses that collateral for another borrowing. This creates additional obligations without another underlying bond being issued. - Editorial due-diligence questions: whether reuse is allowed, who can authorize it, where the collateral travels, applicable limits/haircuts, and what happens when a participant defaults. The precise rights and insolvency priority depend on the agreement and jurisdiction and are not decided here. - Do not confuse authorized collateral reuse with counterfeiting or automatically describe it as misconduct. Do not assume every token can be reused. - The older report's statements about market scale are not used as September 2026 market measurements. No price, yield, market-size estimate or current systemic-risk assessment is asserted. ## No-hype summary Efficient collateral movement and sound collateral risk management are separate questions. A token can support linked borrowing arrangements, but those arrangements do not create more underlying assets. Read the reuse permissions, limits, collateral valuation rules and default process, not only the wallet balance or transfer speed. ## Practical watch question Can this token be reused as collateral, by whom, under what limits, and what happens to my claim if a participant defaults? ## Editorial and duplicate checks Reviewed existing daily lesson topics through September 24 and searched prior notes for rehypothecation/reuse. The August 30 lesson discussed broad FSB risk categories; recent collateral lessons covered eligibility, mobility and regulation. Today's focused collateral-reuse mechanism is a distinct educational angle. The existing FSB landing-page link stays intact; only its directly verified full-report PDF is added as a new external source-trail link. Education only; not investment, legal, tax or lending advice. Tokenization does not automatically establish ownership, liquidity, safety, legality, yield or enforceable redemption.
