Blykalla’s Second Swedish Reactor-Park Application: SMR Ambition Meets the Approval Stack

The useful headline is not “Sweden has approved a new SMR park.” The source-backed headline is narrower: Blykalla says it submitted an application to the Swedish government for a second commercial advanced nuclear reactor park, this one at Untra in Tierp municipality.

That belongs in the Energy watch because it shows how advanced nuclear is moving from slide decks into siting, state-aid and permitting queues. The proposal is still an application. The hard gates are government review, nuclear and environmental permits, court process, municipal acceptance, financing, supply chain and actual construction.

What changed

Blykalla’s August 25 release says it submitted its second commercial advanced-nuclear application to the Swedish government. The proposed site is Untra in Tierp municipality, Uppsala county. The company says the site could host up to eight lead-cooled advanced modular reactors with a combined electrical capacity of up to 440 MW.

The company says this follows a first application submitted in May 2026 for a facility at Norrsundet, Gävle municipality. It identifies the technology as the Swedish Advanced Lead Reactor, or SEALER, and says each unit is approximately 55 MWe. Its stated target for first Tierp operations is the first half of the 2030s, contingent on approvals from the government, regulatory agencies, courts and Tierp municipality.

World Nuclear News reported the same day that Blykalla, formerly LeadCold, is a spin-off from KTH Royal Institute of Technology and that its SEALER-55 commercial reactor goal is early-2030s operation. WNN also connects the application to Sweden’s nuclear-financing framework.
