Palisades Fuel Loading + Holtec SMR-300 HI-TEST: Restart Milestone, Separate Evidence Gate

The important new signal is real, but it has to be split into two lanes. Holtec says Palisades began loading nuclear fuel into its reactor vessel on Aug. 30, 2026, a major step in restarting an existing Michigan nuclear plant. Separately, Holtec’s SMR-300 program has a margin-quantification test facility taking shape at Idaho National Laboratory and partial NRC application material now public.

The disciplined expectation is not “SMRs are now powering data centers.” The disciplined expectation is: an existing 805 MWe reactor restart is moving through fuel-loading and startup steps, while Holtec’s proposed SMR-300 still has test, licensing, construction and operating gates ahead.

Holtec says Palisades fuel loading began Aug. 30 and will place the plant in Mode 6 under Technical Specifications as it progresses toward commercial operation.

What changed

Holtec’s Aug. 30 release says Palisades began the process of loading nuclear fuel into the plant’s reactor vessel. The company says the core has 204 fuel assemblies, including new fuel and partially used fuel from the plant’s most recent operating cycles, and is designed to support the plant’s 805 MWe output. Holtec frames the step as following more than two years of inspection, maintenance, refurbishment, testing and equipment upgrades.

NucNet reported on Aug. 31 that the Michigan plant is nearing a possible return to power generation and is likely to become the first U.S. nuclear plant to restart after entering decommissioning. In the SMR lane, Holtec’s Aug. 25 HI-TEST release says fabrication of key test components and preparations for installation are underway at Idaho National Laboratory. World Nuclear News reported the facility is supported by the U.S. Department of Energy’s Advanced Reactor Demonstration Program and is intended to corroborate SMR-300 generation capacity, resilience and operability; it also reported an INL-linked target of system dedication in 2027 and testing afterward.

Why it matters for firm power, data centers and industrial users

Cautions

Do not merge the two stories. Palisades fuel loading is about restarting an existing large reactor; it is not the SMR-300 entering commercial service. HI-TEST is a test facility, not a reactor fleet. NRC releasing partial application material is not a construction permit, operating licence, safety approval or completed environmental review.

Holtec is the central primary source for the restart and HI-TEST claims, so independent regulatory records and operating milestones matter. The next proof points are completion of startup testing, regulator-cleared operation, actual power generation, NRC decisions on SMR construction permits, HI-TEST results, and any customer/site/fuel records for future SMR deployments.
